Just to point out a fact here: It is NOT the job of the animators to do the colouring. That is the job of the colourists/inkers (shock and horror o: ) so when you're on about "lazy animators" you're actually blaming them for something that is not their fault.

There was obviously a lack of communication between the entire team altogether xD

Once you find one thing about this movie to not complain about, there's another ten reasons to complain about, so lets get back on track.

Even the animators (depending on the style, where in this movie its definitely the case) have to define certain characteristics with lines, defining where certain markings are placed, etc. So obviously if the animators do something wrong, like don't put a line in where Balto's "socks" are, then unless the person coloring the frames is paying attention (or even cares enough) they're just going to color whatever.

But sometimes even then an animator's intentions for a line will just go unnoticed. Like for instance in a few Land Before Time scenes, you'll see a character, with the white of the eye, the iris, the pupil, and a little circle indicating lightning. Now if one just sees a line for the white, the iris, and a line indicating lighting, sometimes the person coloring will color the iris blue (or whatever the character's eye color is) and the "light" black, when the iris is just supposed to be black and the "light" is supposed to be white.

Because otherwise you have a pupil that is not located in the middle of your iris, and in reality that's obviously a sign that something is chronically wrong with your eyes. Why no one thinks of that is beyond me, but even as a kid this bugged me to no end xD

So, what I'm saying is, both people are responsible.
