Well there is a classical view of "The Villian" for animators and everybody. There just are certain characteristics they both have- the classical villain has them too. Both in looks and in character.

I didnt inculde looks because obviously they dont look alike. alot of villains are motivated through jealousy, think about snow white, the queen was jealous that snow white was prettier than her, jealousy is in most villains or revenge, saying steele and scar are alike because of jalousy is also saying they are alike all these other villains in movies. Hmm...I'm divided. Both sides portray a pressing argument, each with their own strenghts and weaknesses. But, I believe a few key points have been overlooked by some of us:
1.) Appearance.
I can't recall of the top of my furry head who it was who posted the reply with the blown up pics of Scar and Steele for the comparison of their muzzles - although I think it was Stormwolf100 or frankie - (BTW, I believe muzzle is the accepted term), but I'd just like to point something out; while you can't really flat out deny that they look similar, there is one principal that partly defeats this agument. While their jawline may appear similar - in those screens alone - if you look closely, you'll notice that, unlike Steele, Scar has a somewhat exaggerated lower jaw and a particularyly prominent chin. (This is, of course, to make it easier for the animators to allow adiquite room for his lips to form and match what he's saying in english). The same principal can be seen in the character design of the sabertooth tiger Diego in Ice Age - voiced by Denis Leary. Also, I believe - and this is just my opinion - that Steele's head is a bil longer and has less angular bulk than does Scar's - but that's probably just because scar is a lion and a very large cat whilst Steele is an Alaskan Malmute and about half the size of Scar.
2.) Personality.
Most of you have touched upon this topic in some degree or another and I distinctly remember someone saying Steele wanted to kill balto - which is in the eye of the beholder - and someone else saying that Scar was willing to kill to achieve his sadistic goals. While both of these may be true - and I know others have also covered this point - there is one defining factor that singularly seperates the two; motivation. Scar was driven to kill by his desire to become king of the pridelands whilst Steele was driven into thinking that murder was his only option by his exagerated sense of pride and duty along jelousy at Balto's suggestion that Steele step down so that could he be allowed to lead them home. (another possible reason for Steele's jelousy is the fact that he sees Balto as competition as far as Jenna is concerned and that she gets along and treats Balto better than him - which would be impossible for Steele to grasp or accept, considering that he views himself as strong, heroic and irresistable while he sees Balto as a lowly mutt who isn't fit to eat his dust).
Also, someone mention something about Hamlet being an isnpiration for the storyline of TLK? While this is correct, it doesn't really have much bearing upon the subject at hand - no offence.
But when all's said and done, I'm afraid that I'll have to say that they do share some characteristics and differ in others for reasons listed above. Plus I think they're both totally cool - well, Scar decidedly more so than Steele, but you get the picture...I hope.

I agree but i think scar is willing to take things to a far more extreme than Steele. Though this is only because scar acctually kills someone in TLK while steele just beats on balto

Scar is a very completely developed character; we see much more screen time of him than Steele. Steele seems to be underdeveloped; sort of one-sided evil, whereas Scar is nuanced and manipulating (hyenas... elegy... "new era"... convincing Simba he's responsible for Mufasa's death).
But I would agree that their animation style, the sharp defining lines, does compare to give both that Evil that animated films have to visually convey to children. They're both obviously the same sort of character, the evil villain, but what I notice most about Steele is that he is shown to have a void in his ability to lead... he runs on ego and terror, when he loses control of a situation he cannot lead. Scar, however, seems very plotting, in-control; only at his death is his weakness revealed (hyenas revenge).
Well I hope you liked my literary analysis of those characters.
