WoC means "wings of change" which was the title of the third balto movie.

I don't know why, but it seems to contradict what he does in the first two films.

In the first movie, he flies in after Balto delivers the medicine.
In the second, after Balto stops the hunter from shooting Aleu, Boris flies in and grabs the guy's collar, distracting him.

I think they just added that as filler.
