I can't see of any reason someone can vote for Niju...it's the classical bad character we usually see in DTV sequel or even TV series. Nothing particularly interesting. Steele is greatly animated and has a more special character; it's probably one of the animated bad character I prefer overall.

Steele! He's such a cool villain! I like Niju too but...um...he just wasn't pure evil like Steele. And also the fight scene between Balto and Steele in B1 was a pretty long scene which made that part of the movie cool. The fight between Aleu and Niju in B2 was like...about one minute:P Which didn't make Niju awesome like Steele. Niju gave up really quick in the fight. And Niju was really pathetic when he fell threw the ice and said, "Wah..WAH!" That's just not something a true movie villain says, LOL. It made him seem very weak.

Steele all the way!!
1) He is arrogant. (nice bad guy trait)
2) He has the bad guy voice and additude down.
3) His evil has texture! (He not only hates Balto (and presumably all other wolves) but he has, erm, 'feelings' for Jenna. I don't know if I could call it love.)
Nijju....uh....
He was greedy and might have been power hungry, but that's it!
Go Steele! Oh yeah, one more reason:
4) He makes a GREAT fanfic antagonist!
