yeah, it would be pretty boring if it was only what Rosy saw. I mean, she spent most of the time in a bed, sick. so there had to be more action, which would make room for more characters like Steele, Star, Kaltag, etc.

Well, I never really thought about that before in my many years as a Balto fan.
In my opinion, I think that Grandma Rosy was indeed telling her granddaughter the basics of the story - she befriends Balto, she gets sick, Balto ends up finding the team and saving the day - but I suppose only her slight narration when it first transitions to the animated tale was just to set things up, allowing the animation to continue where she left off. Perhaps this is why the bulk of the film not only shows Balto and Rosy's side, but also the other characters and their own parts in the main story (this may be why we see Steele, Jenna, the Trio, Boris, Muk/Luk, etc., don't ya think?).
However, it's impossible for Rosy to actually explain what characters were saying (mostly because she wasn't physically there, and also we know that the humans couldn't understand dog/goose/bear anyway.), but to think that it was only added for entertainment purposes (for both the child and the audience) sounds like a decent and quite believable explanation to me.
But of course, this version is not the honest-to-gosh true story (hence the "Based on a true story" subtitle), but at least it tries to tie everything together with the actual Central Park monument of the actual main character (although they never say the entire inscription within the movie, but you get the jist of it).

well... Rosy was sick for a long time in the story, so she can´t know how was it, but, yes, she tells the story, because the hat, because the little girl call her "gandma Rossy...", because Fletch (the little girl´s dog) looks like balto a little bit, a lot of coinsidences.
