The "!" is for reporting messages and not members, true, but if someone gets reported too often, the mods will notice it and will do something about it.
Otherwise, there are links to contact mods a bit everywhere on the main site...

I'm saying that the "!" button is enough, because it is used for reporting spam (= useless posts) and offensive posts.
