Incest is still wrong. But you're right, there's no way Kodi and Dusty are siblings. And the completely belong together.

Incest isn't wrong if it's with dogs. It's common for a dog to mate with his or her parents or siblings, and the pups are born totally fine. And they're not together, so it wouldn't be incest anyways

The reason it wouldn't be incest is because they are not related (Balto and Jenna would have spoken to Dusty too if they were).
As for the question of their canine status, they are not mere dogs. They are anthropomorphic characters in a morally centered situation. Rotramel himself, the author of the whole Dingo-Saba idea, has personally stated that it is and always was his intention to depict what they did as morally wrong. Besides, incest (another word for inbreeding) is a problem in animals too. That's why a number of zoos refuse to display white tigers, for example, because they are severely inbred and prone to a wide variety of defects, just like humans born as a result of incest.
In short, Kodi and Dusty can't be siblings. Incest is a problem, whether in animals or humans. Case closed.

I think some people here are forgetting that Kodi and Dusty do not necessarily "go together".

That's beside the point. The topic at hand is whether or not they are siblings. Anyone can easily see they're not.
Besides, a lot of the same people who say that Dusty goes with Ralph also insist that Jenna is with Steele, not Balto. But now I'm the one digressing.

Well, the animators said they intended to have a relationship between Dusty and Ralph. But then, it's not like they were married. A breakup is possible. But this is off-topic again.

...uhm...yes they are. That doesn't stop them from being mere dogs. And it doesn't stop them from having incestual relationships with eachother, be it Saba or Dingo or anyone. Case now closed.

Whether or not Dusty is with Kodi or Ralph does have some relevance, because some seem to think that they couldn't POSSIBLY be related because it's incest.
While I do not think that Kodi and Dusty are related at all, I do think that "THEY SO BELONG TOGETHER!!! SHFUASAHSKLH" is a bit weak.
And in regards to your "Ralph/Dusty = Steele/Jenna" theory: they are two completely different arguments, and should not be compared.
Besides, there's a similarity between Balto/Jenna and Ralph/Dusty: they're both the official pairings.

I'm glad we agree. But my point on the pairing comparison is that a lot of the DustyXRalph supporters show a limited knowledge of how relationships (at least believable ones) work. But why should we argue when we apparently agree on the main point: They're not siblings.
