Steele. He has a fantastic and sinister character design, and an awesome personality. And he wanted the girl the protagonist was after. Scar had excellent motives and planned stuff extremely cleverly, and was alot more intelligent that Steele, who wanted to stay lost in the Alaskan wilderness for some stupid reason. xD But his desperation to protect his pride and dignity was fantastic; and made him incredibly realistic and believable.
Don't get me wrong, I love Scar...but I prefer Steele. Ever so slightly. And omg...his voice is so chilling and sexy. Jim Cummings was so perfect for him, it's unbelievable... xD

kitty cat wrote: Scar,he's a way better villian. He actually KILLS someone. Rememer though, Steele was ready to sacrifice the lives of all the children just for his pride. I say both, because they great in different ways. Scar is an excellent portrayal of a tyrannical dictator and Steele is a believable villain that is possible to encounter in everyday life.

i choose Scar. This is because Scar is more advanced..he has a possy of Hyenas behind him.. Also, he was more devious, and evil than Steele.

Scar. He's smarter and eviller. Steele's just a pathetic jerk who just goes around being mean for no reason.

If the question is 'who is the better villain?' - I'd have to say, paws down, Scar. He's intelligent, an actor, and he's a homicidal maniac. I mean seriously, Scar committed fratricide (killing one's brother) and regicide (killing one's monarch) in one swift blow, and wanted to kill Simba - infanticide (killing a child) - not to mention it wasn't a crime of passion - it was planned. And that doesn't even include the facts that both Mufasa and Simba are his blood relatives. Steele, on the other hand, isn't - in fact I think him to be a cowardly, very vain, bully. I don't think Steele would have had enough evil in him to kill anyone, even Balto. In Balto , it seems to me that the only character who actively tried to kill Balto (and Jenna) was the grizzly bear...
If you really think about it, Steele is about as bad as say, hmm, Gaston from Disney's rendition of Beauty and the Beast - a bully who is quite sure of himself, but ends up deeper than he planned. He tried to sweep Belle off of her feet, but that did not work out at all. Of course, if you want a live-action movie comparison, I'd say he's more like Biff Tannen from the first installment of Back to the Future, who is a bully and tries to sweep Lorainne off her feet but ends up cowering for the rest of his life under George after George knocks him out cold. I'm pretty sure that if Steele was a major factor in the sequels, he'd likely have been trying to get into Balto's good graces - which would have been pretty funny if you think about it.
Scar, on the other hand, is a lot like the evil step-mother/queen from any intense Disney film (save for Cinderella, in which case the evil-step mother wasn't keen on killing the heroine). In those cases, they wanted the kingdom and power or prestige for themselves, and kill to get it. For a live-action movie comparison, you could look at any Superman installment where Lex Luthor is the antagonist/bad guy - where he does whatever it takes to get what he wants - murder, switch loyalties, treason, etc. Remember, at the end of The Lion King, Scar betrays the hyenas (who kill him) and denies his part in the murder of Mufasa - after he lays the blame on Simba. If Scar survived, the odds would be that he would bide his time and try to take over Pride Rock again, after building an army of his own again.
But if you're asking who the more likable character is, I'd have to say Steele. I mean, unlike Scar, if you had Steele under your thumb, odds are he wouldn't try to kill you. Yes, he did put the lives of Nome at risk, but I doubt it was intentional - it was out of his own desire for power and prestige amongst the dogs of Nome. Remember, when he returned to Nome he claimed to have gotten into a fight with Balto - trying to still claim the spot of hero when he did nothing to help the town.
And I'll shut up now >>
