Photoshop is now commonly used for art as much as photo editing. So it is also a program for art. I would highly recommend. Photoshop Elements since you are a beginner to the program.

Try Corel PhotoPAINT if looking for a good quality program yet at a cheaper price.
How can a computer program be so much money?

Like some others already mentioned (and posted links for), I highly recommend you to download GIMP. GIMP is just as powerful as PhotoShop, if not better, and totally free - as it's opensource (thank TUX [the Linux Penguin] for it ).
Some years ago I used to design my web graphics with professional/commercial software, then got to Gimp when I switched to Linux, and wouldn't ever want to change back!
However - you've to be aware that you need to "train" working with such advanced applications, as there are tons of great and efficient features - for which you simply need to know how you have to use them. But that isn't any different with PhotoShop... so... you should go for GIMP now - that's the easiest way to go.

Photoshop isn't really an art program moreover for photo editing. It's expensive because were not talking about MS Paint, were talking about professional editing. For someone like you who's an amateur to photoshop I recommend either downloading the 30 trail or purchase Adobe Photoshop Elements. Its practically the same thing. Most beginners at Photoshop wouldn't notice the difference anyway. what do u mean not notice??
I love my Photoshop^^ I love making sigs, banners, avis, and wallpapers with them^^

I got my CS2 premium package for about $390 and paid for $200 of it myself. I have never used Elements, so I don't know much about how different it is from CS2. I do have plans, however, to purchase the CS3 package (unsure of which package yet) and Corel Painter X (which is more of an art program than Photoshop is) sometime in the next 2 years.
*also something to keep in mind is how much RAM your comp has. I don't know how much Elements needs, but to run the CS2 package you need 512 megabytes and to run CS3 you need 1 gigabyte of RAM.

I have Corel Painter, Photoshop, PSP, Elements, Sketcher and all that Jazz but I must say probably the two best programs I have gotten a hold of for art are.
Photoshop and Painter and though they are made by the same company I assure you they are extremely different. So I would go with Photoshop before even thinking about buying Painter. It is for a serious artist and honestly, very much so more for painting then anything. If your going for cartooning and a bit less realism. Definatly choose Photoshop. You can do both in those. As for Painter, I prefer it when I'm doing paintings etc.

Actually, if you are into making artwork and graphics on the computer, it is best to go with Adobe Illustrator but if you're more into editing photographs and images and adding new textures and backgrounds, go for PhotoShop. Each of Adobe's programs has different uses.
Yeah, but Illustrator really works best for graphic design- I have it but I use Photoshop waaay more often- I just use Illustrator when I'm doing graphic designing, and even then I tend to jump back and forth between Illustrator and Photoshop to do different things with the image.
Like Drew said, Painter is really for painting- so Photoshop is probably the better choice for a beginner, because if you decide you don't like making digital art you can still use the software for photo-related projects.

PhotoShop for beginners? Could beg to differ: as how many beginners would want to waste $700 if they aren't positive they will even use the software. Now if they are like the 90% of PhotoShop users that either a: pirate or b: bittorrent, then chances are they won't even care if they use it or not, because they're too cheap to purchase the software (which is why I monitor and laugh at people who download my torrent of Creative Suite 2 established with VBScript hacks I created at work one day to test one of the servers for Backdoor Trojans and Bootcuts).
Painter is similar to FreeHand MX (which actually was Painter before Macromedia was bought out by Adobe). Thing is that Painter always hated Macintosh computers, so I sent it back after the second week because the application kept failing to load.

Very true, but I would like to say that I was a complete beginner when I bought my Photoshop. I was in digital graphics class at the time, but we hadn't even touched Photoshop yet, we were still working with Illustrator.
Elements may be better suited to beginners- as I've never used it, I really don't know.

I would reccomend Elements, then if you feel you want to upgrade and commit to a bigger program. Buy PS but either way, your going to spend atleast 80 dollars. Why not try a free trial at first to see if you even like Photoshop? It is offered on their website.
