...Take him to a dog shelter? I really don't like small dogs that much and between 4 cats one of which loves dogs, a big collie that does'nt like small dogs and a big German Sheperd who loves to play rough non stop he'd literally run away before I could take him away.

Hey, we're both alike that way. I don't like the really small dogs, as they're just not you know, me, since I'm 6 feet tall and weigh about 160 lbs, having a small dog (unless it's a puppy) would not be something I'd do.
Getting back to the main question, I would probably do the same thing Togo would do.

Well, putting aside, for a moment, the fact that I happen to find Mel a pretty good character for comic relief...
Mel's a terrier. Terriers are generally, by nature, excitable and vocal dogs. Full of nervous energy (even though they're not cowardly) and personality quirks (sounds like Mel, doesn't it?). And some terrier breeds don't get along well with other dogs. That being the case, I wouldn't want to ever own one. My parents bought a West Highland White Terrier for the family when I was around 10 years of age. Looking at her through the eyes of a kid, she was a fun dog to have around. Looking at terriers now, as an adult, I couldn't put up with it.
IF Mel were real, and able to appear in my house (or appeared in some sort of weird "Who Framed Roger Rabbit" or "Cool World" freak accident), I'd probably distract him enough to get him back to wherever he belonged. Or, at least, out of my house!

I'd sell him to the circus as the first ever animated character to be found in real life.
