Steele was the best Villain ever, who wanted nothing but Fame and Glory - and he would do anything to get it!

Niju was nothing but a useless, fugly cat. The animators made a feeble attempth to creating a Villain, but failed miserably.

The dark patches around the eyes most likely symbolize that they are antagonists. As for appearance, yes, they are very alike. I noticed this too.

Yes,for the eye patches,but they are completly different characters by the way of acting and talking.Niju is a big mouth,Steele's a self confident. And not to talk about the species.

Apart from being the villain and looking the same, Niju and Steele have absolutely nothing in common.

Think about it:

Steele is like a vain celebrity. He is more interested in pushing up his fame than helping the humans. He doesn't care for anyone but himself. He is always ready to be vicious to obtain what he wants.
Niju, however, I think was a good guy at heart. He wasn't a top dog like Steele - he was a wannabe leader. He is a lot more understandable than Steele. I mean, Niju had a reason for being nasty, Steele didn't. Steele is a better villain than Niju, but Niju isn't really that much of a villain anyway.

(Besides, Niju is a lot better than Mel and Dipsy.)
