Dragon Tamer--> I thought you were "dropping this"? And for the Husky versus Malamute thig, well...
Jenna is a husky, Steele likes purebreds, wants to have pups, doesn't that say something? Sheesh.

Sorry for missing this before. Please re-read. I said "for now."
As for their breeds, I'm not going to get into an argument about what breed he is. He could be either one, but either way he's a purebred jerk. Arguments about it are just plain silly. But to answer your evidence, I think it's a cinch that Steele was more interested in (how do I put this suitably?) Jenna's body than in the possibility of parenthood. Ten to one if they did have pups (or if he and any other female had pups, for that matter), he'd jump ship the minute they were born if not sooner. At the very least, he'd be a decidedly stand-offish father (which, believe me, is just about the worst kind there is. I should know). Does that make sense?

Implied past relationship? That's a laugh. If they had been any kind of an item in the past, Steele would have been more possessive and less... well, I guess "grabby" is as close as anything to the word I'm searching for. It doesn't take a psychology degree to see that he was reaching for something he wanted to exist, not something that had ceased to exist.

I don't think Jenna would have been quite as embarrassed in the boiler room if there hadn't been one - she didn't even really move, she just sat there.

Since when was she embarrassed in the boiler room? All I picked up was a massive wave of annoyance directed at Steele. Or are you talking about the later scene?

When Steele walked in with the sausages, all like "Well well, what's wrong with this picture?", Jenna is sitting down cringing, all like "Oh no, not him again." she does look pretty embarrassed it you ask me.

I'd get you a screenshot, but I'm way too lazy. And it's like 1:30 am, I can't be bothered to go search my Balto DVD and whatnot. xD

Ah, that. Well, at best that bit of body language is open to interpretation. In light of an absence of other serious evidence, I think it's safe to say that she was probably thinking the words you implied, but in a different context. It's no secret and no question that she did not hold him in high esteem as the other dogs did (or seemed to, considering that even his own posse spoke negatively about him behind his back). Besides, if there were any history for them, I suspect Steele would have mentioned it.

He sort of did, "I know where all the bones are buried"...

And pray tell what does that have to do with dating (aside from providing dinner at someone else's expense)? Or is it best not discussed here?
I could see what you're saying in a fanfic, but in all realism I think that if the animators meant for Steele and Jenna to have any kind of history they would have made it a little clearer than that. So please, let's disp[ense with hazy interpretations.
