I want to ask another author if I can use some of thier characters, but the person is no longer (that I know of) an active member. How can I contact this person to ask for permission?

If they are hardly active on Balto source, you could send them a PM and wait for a reply.

Or, try contacting other member that know him/her and ask what other sites or methods you could use to contact them.

Although, I strongly recommend that you -do- wait until you contact them, if you're unable to, then you can't and shouldn't use their characters.

If they have provided their email in their profile or in their presentation, you could try emailing them. If not, as AutumnTornado said you should just pm them and wait until they reply. You could also try searching their username on other large sites such as WolfHome, DeviantART, Photobucket, Gaia, ect. Hope these hints helped. ~emily123
