Yes well 2 people on this site have a version of one of balto and Jenna's second litter pup,Jenna's colors and Balto's markings,If I made another one [but NOT name it Kolton] Is that stealing thier character disign?Or because that would make a pup with reasonable markings because of the looks of Balto and Jenna's colors/markings It would be okay?

No. Unless you use there artwork, it's not stealing. If it's of basic design on a mixture of pups, it's General art. But to prevent this, I would suggest making them slightly... Different.
