I know that Balto was his real name in real life, but in the movie, where did it come from? Did his mother name him that? If so, how do the humans know it? Or did the humans name him that after seeing him around town? What does the name Balto mean, anyway?

Well, first off, about the town people knowing his name, it's a
CARTOON. >.> They can make things non-reality. The creators wanted the
people to say his name, not just to say "Hey wolfdog!" or another name
they've made up. That would confuse the viewers.

Emily's right. If there is no description or explanation in the Balto cartoons (which we all know there isn't), then there is no official answer to your question. And no fan at all could give you an answer to that. Not any that would be official anyway. It would merely be their own take on it.
