Well.. actually some people who have gotten banned became a mod. Once
they showed that they were responcible enough and maybe strict enough
by telling other members who are using 'SMS' to stop.

Steet will ONLY make people mods if he thinks they are ready. They
must know alot about the site and be able to help people. And how come
everyone wants to be a mod these days? Just be happy being a member.
Because obviously you don't know the responcibilities of being a mod.
So once again, don't ask to be a mod and be happy being a regular
