The rules are as follows:
1. Mates are allowed on the forums in
the roleplay section.
2. Mates are allowed in
fanfictions/fanart.
3. Mates are allowed in projects and
contests IF the purpose is fanfictions, other types of art accepted on
the site, or roleplays (in the forum roleplay section).

Everything else to do with mates is FORBIDDEN.

I think so, like I said before, but as long a it's with your OWN
character. For example, Nightstar is mate to Ohzu. They are both my
characters.

Sure it's alright!! but only with fursonas and characters, not
members.

I beleive the new rule about mates is not about 'character' partners,
but 'member' partners. For example: Wyvren + Quynan = allowed
partners. Now here is probably the partners that arnt allowed :
Firesparks + Kibafan...

I think you can say they have a mate, but not go into detail...I'm not
sure...

That would make sense to everyone...Example: member 01 likes one of
member 02's character. Member 01 has a mateless char and wants it to
be member 02's mate, but that char already has a mate! There might be
some conflicts there....
