1.) Yes, but they can unban themselves unless they are no
longer a mod,
2.) Admins are administrators. They
control EVERYTHING on the site; the forums, the layout, the
rules..etc.
3.) Technically yes, but again they can
easily unban themself unless they're no longer an admin.

Of corse if the mod swears and spams, even when told not to, he'll get banned.

I think mods can be banned if they don't follow the rules themselves. Otherwise, it wouldn't be far.
