I have a few questions:

1.)What programs coud you use for Fan Art?

2.)If you want to create a Fan sibling of someone elses character shouldn't you get their pemission first?

3.)Can I use the town of Whitemoutain in my Fan Fics?

2.) Yes, unless it is a gift.
3.) Sure. There

1- There are many different programs you could use.
Paintshop pro, Gimp, Ms Paint, Photoshop, Corel Painter...
depends on how much you want to pay. ms paint comes basic on
all PCs though I think.

2- Yes. Of course
you/they should get permission first.

3- I
don't see why not, unless its a fan-made place.
