i must know how do i rate a book restricted?i need to finish my fanfic but there is too mutch violance,i need to rate it restricted please help!!

You can't, it's forbidden : read the rules again. If you
want to rate a fic R, then it probably doesn't fit this
site.
The ones which have been rated R are older ones,
when it was still acceptable, some of them have been
disabled but some of them haven't.

Make lesser violance.If they are bloody parts or swears,try to minimize them until you can say 13+.

I think you have to ask Steet for a special rating. The highest rating your fan fics can have is PG-13. I'm very sure that you have to get special permission to get a restricted fan fic.
