If you mean on BS then. Go to the fourms (I'm sure you know where it is) and you'll see a page with all the boreds.
Decide what your topic is about, say Fan art. Go into that that by clicking it. Now there will be a sign on the page saying NEWTOPIC*. Click on it and
you'll find a box where you can write your own fourm, when
you are done, you may save it and press send
If you mean your 100% OWN fourm on a site, then like the others surgested try Proboards.
