Universal would probably only make another Balto if it was populer enough, say, as Shrek or Harry Potter. And kids these days go for more comedy-style movies. It might be a waste of money just to come out with another one, when the majority of it's targeted audience might not find it interesting enough.

No. There's not going to be a Balto IV. You just have to
live with that. Unles Universal all start getting drunk
before talking about movies and stuff to make, there
probably will never ever in this life time be a Balto IV.
