I think he still did love Jenna, but he hated Balto even more.

I think it's pretty obvious why Steele picked on Balto. A:
like any bully he did it to feed his ego. B: it was similar
to a racist's subconscious need to feel superior to
someone. And C: he probably guessed that Jenna was
interested in Balto. And before you say she wasn't,
consider that she didn't hesitate to take off in response to
Rosie's call when she was talking to Steele, but she very
clearly felt divided when she was talking to Balto.

i dont know because in the first movie when balto goes to
find the medince steel wont leave balto alone but noone
knows why

No way. There is no way Steele liked Jenna for anything
more than her body and MAYBE the fact that she was kind of
stubborn. There is no way he actually cared about her for
who she was. It was all lust and ego, plain and simple.

He may have loved her at one time. I believe that (human)
pupils get larger(or dilated) whenever they see something
they really love or really hate something and there was one
particular scene (in the boiler room, JUST before Steele
realized his butt was toasted) where he was looking at Jenna
and his pupils were very dilated. But I dunno, his attitude
towards her made it seem more like he just wanted to "make
merry" with her XD That would also explain some of Steele's
rage towards Balto, but I think THAT was over popularity and
fame or something. Maybe Steele did love Jenna, but went at
it the wrong way. XD

Yes, I think he loved her no matter what, but that's just my
opinion.

I think Steele only saw Jenna as another trophy to be
won.
In other words steele was only interested in
Jenna because She was The best looking dog in Nome.
I'd bet He'd still like for Jenna to be His Girl, But that would only be so She wouldn't be Balto's Girl.
