This is stupid, I've been trying to handle it myself but...

If someone steals one of your character names, but uses it for TLKS instead of BS, is it considered stealing? What should I do? I tried talking to that person, but they won't change it. Thank you.

Names aren't copyrighted material, unless you happened to
make up the name entirely by yourself. Like x_X_Emily_X_x
said, if the character looks and acts like your character or
any other kinds of uncanny similarities, then you can report
them for theft.

It's difficult to know if a name has really been copied or not...Depends on many factors. So we can't really write a rule.

Well, it could have been a coincedence. Names are limited. If you know for a fact that they have stolen the name and the character looks like yours acts like your then you should report it. If it is in the Fanart section report it to a fanart mod if it's in the Fanific section report it to a Fanfic mod.
