Wolfdoggirl> yes you can draw characters in any style you want, they can be in original movie's style, in your own style or in other movie's style, it's up to you.
However what you tried to send lately was a recolor, not your own drawing and posting recolors from movies other than concerned source is not allowed.

DT-> I suppose it would depend, because some characters would not fit into another source's universe. For instance you couldn't mix Tale Spin and Balto one having anthropomorphic characters and the other is has a more realistic setting, and send it to both sources. It *might* work on just the Tale Spin source, but not on Balto Source. It would also depend on which universe it would be taking place in, source wise.

This brings to mind a similar question I've been wondering about. If I wrote a crossover of multiple sources, would there be any particular rules governing which of those Sources I should post it on (and would it be permissible to put it on more than one?

You can yes, but you can't draw Weed in the Balto style and then submit it to Balto Source for instance. It would remain on Ginga Source.
