I'm just wondering because I have one character who has never interacted with an official character because he lives in another town (Sitka, the character is Aika's brother, Lui).

Do they have to always be related to an official character?

That is how they are related to an official character. They don't have to be relatives, but they have to merit some way of being on a Balto site.

you could ask the moderators but actually maybe it's not just that a balto relation, but a relation to the whole universe, a character that would fit would be for example another sled dog who runs in sled races etc... that would be a fitting character into the balto universe evn if it wasn't canon character related
