I have created a character that is Balto's sister, and want to post another character that is the sister's friend. So is it considered Balto related?

That's what I like to call a "secondary" fancharacter, your version of Balto's sister being the "primary" fancharacter she's related to. Primaries are usually the best options to post, but if the bio's well done, I'd say that she should be just fine.

In short, yes, I think so.
