Oh that character is back, some of the french mods agreed that since true story balto is on the french side that it's okay here. Also, they thought that just because a person is banned doesn't mean that their stuff gets deactivated so ya, Balto is back

As Batman said - Alternate Universe characters are against the rules and were deactivated, including "real" Balto profiles. It's not a "discrimination" of any kind (though I think that content by deleted or permabanned users shouldn't be here anymore, but that's my opinion)

If it doesn't work, it may have been deactivated because of his banning. If not that, it may be because his Balto was just IRL Balto, not really a 'fan' character.

It was deactivated because it was said that AU characters are no longer allowed. So are AU's allowed now?

It could have been de-activated or deleted if the link to his character doesn't show up.
