As far as I'm concerned, Steet bases you on maturity.

Steet is not looking for new mods, so there is a very slim chance of a new mod coming along.

The question actually comes down not as to whether or not you are too young, but whether or not you are too old to fit into the webmaster's rather narrow view of what is good (which, in many cases -- and I am not saying ALL cases -- has ended up to be quite bad).

I personally think a mod should at least be no younger than 16. Otherwise there is no rule on here how old you have to be.

And also what Sakujo said, there is no chance anyone will ever be added as a mod on here anytime soon, our webmaster is a doofus.

Age was not a factor, however maturity was the main concern.

I don't think that age matters there.
Plus there's no chance to become a mod right now anyway.
