Okay, I have seen lots of characters with a song in their description that I guess is supposed to fit their personality. I think that is neat but my question is, do you have to get permission from the song's artist before putting it as your char's song?

I really think that associating a song with a character is not tantamount to copyright violation. Creating a video or something that you intend to publish for profit might be a different story. But in practically all the cases seen here on Animation Source, that is not the case.
