I know that Phil Weinstein said that they're the same character.

WQ crew intended the White Wolf and Aniu to be the same, B1 crew didn't. It depends on whichever sorta side you prefer.

well, they ar teh same wolf, basically. But when it comes to balto 1 and 2 they are 2 dif. wolves in character. So yes and no, this Q doesn't really have a staight answer but it is really what you think thougf most people think they are teh same.

Officially, they ARE the same person. The different animators between the movies just modeled her differently.

There are different views to the ideas of the White Wolf and Aniu. I think that they are supposed to be the same character as, even with a different style, most of the characters in WQ had different styles for the characters than those in the first.

The second idea is that the White Wolf and Aniu are different characters entirely.

This question will most likely never have an "absolute" answer as this questions is one of the ones that everyone debates on. You can choose to think of them as the same or different and it won't matter. Hope this helps!
