You ARE allowed, as long as you aren't claiming the character as your own. If someone else wants to use the character in a separate rp, they can. Simply meaning you can't 'hog' the character.

I'm not sure, I think it depends what the roleplaying plot is about. If it's in the other roleplaying section and there is a Naruto / Death Note / anything related to a movie or tv show roleplay, then you can probably play official characters in there. But if there is a roleplay that had nothing to do with any movies or tv shows at all and instead where you have to create your own characters, I don't think it would be the best time to try to use an official character from a cartoon or tv show in the roleplay, I think?
