0200=2:00AM
0300=3:00AM
0400=4:00AM
0500=5:00AM
0600=6:00AM
0700=7:00AM
0800=8:00AM
0900=9:00AM
1000=10:00AM
1100=11:00AM
1200=12:00PM

Any time after twelve PM, just subtract 12 .For example:
18:24=6:24PM
