Was Steele jealous of Balto because Balto is cuter, smarter, seeter and more caring than Steele. I know he was jealous of Balto after he saved the town but what about before?

He is probably very predjudice towards animals below him. He is very confident in himself and also the fact because Balto is part wolf and also likes Jenna he wants to of course have the perfect lady. And also in the beginning of the movie when Balto sort of runied Steele's race by saving Rosy's hat he sort of held a grudge towards that.

We don't really know this, because we are not the makers of the movie. I suppose he could have not liked Balto since Jenna seemed more interested in him, or he could've simply thought half-breeds were stupid. Sorry if this does not help you.
