Look at Niju, and look at steele, they have manny things in common

STEELE & NIJU

- long mouth

- rounded eyes

- sharp teeth.

- strong Body

-both hate balto

-both are dominant

- both are "the bad"

Could be they the same character just changed colors?, or can be they family?

no they cant be family because Steele is a husky and Niju is a wolf they r both pure breads but it is possible that the creaters liked Steele as the bad guy in the first film that they wanted a wolf that personality was cloes to

I really don't think so, i think it was maybe a slight shout out to the former artist and just the favored look for the dog villian in the movies, because Niju's sidekicks have persona and build simularities to Steele's sidekicks

Well....Steel is pure husky, I don't think he would be making fun of wolves, if he was part wolf himself. I really doubt it. They don't look alike, once you compare them to all other "Maybe Familes" . The outline of their body is alike, but so are so many other "Husky" dogs.

I see your point Tiny! I don't think Universal Studios intended Steel and Niju to be the same/family,though....
