For characters, I just sent a char that passed away in my fan fics when he was a puppy. Is it still okay to have a character who isn't really living anymore?

Its fine. You are allowed to create deceased characters, as long as their profiles include the required information, pictures, and such.

No, they don't have to be alive. You have to include them in drawings, images, fan fics Etc. I've seen a few chars around here that are not alive. I'm sure, that it's okay.
