I have a few questions.
1) How do I make an image like this?: http://www.animationsource.org [...] ou_are/31.html&numart=6179
2) What programs won't hurt my computer?
3) Do I have to buy it?

By the looks, that artist used Photoshop. And yes, you would have to buy that unless you download an illegal pirate copy (which I do NOT suggest you do).
Instead, there are alternates: GIMP and Paint.net, for example, are similar to Photoshop only cheaper. They shouldn't hurt your computer if you download them from the official websites.
As for HOW to make the image, I can't explain it well here. By the looks, that artist cropped out the backgrounds and then played with the opacity (transparency) to make some of them more see-through than others, then added some type. It's easy to learn this with any program, and once you get the hand of it, it can turn out looking VERY good.
