Okay, i do all of the stuff to download it then its downloaded the a little pop up comes up and says.

Sorry, you cannot download this program for the fallowing reasons.

You are not an admisistrator .

you are not a memebr of the Power Users Group.

Why did someone close it if it's not solved?
Anyway, it looks pretty much to me that you're not allowed to install something on your computer because you don't have the admin account. Maybe ask your parents if they added some sort of parental control, or just created limited accounts in windows.

No, I tried downloading it on My computer.

If you are using another person's computer from your own account, you will need to ask the actual owner of the computer to change the settings for you. Otherwise, there's no way you can download it. Trust me, my dad's the same way. If you're using a school computer, they probably won't allow that. Sorry. D:
