Tatchit made this specifically for another user, that does truly imply that it's not fair game. I try to make it as clear as possible on my works, but with bigger artists they simply don't have the time to back everything up as extensively as I do.
However, in the "commissions" folder (The folder the icon is in) it does have a disclaimer that says "Work I have been commissioned for. NOT FREE FOR USE ect." (Right here http://tatchit.deviantart.com/gallery/25331123 )
Here is her "free for use" work. (Having a folder with things people can use also kinda implies a no touch rule on the rest of her gallery)

Bottom line: Before you use someone's work you have to ask. If you found it on google and can't ask, don't use it (Besides the fact that most work on google has been stolen by random sites anyway). I've had my art used without permission, and even for rp sites and such, so I know how they feel. Basically ask, or use the dozens of free online icons. Seriously, look, theres a ton. If you want art of a character use the literal millions of free linearts out there. One more guideline, if it doesn't give the copyright specifics on a drawing description, assume it isn't free. Then you could ask or look elsewhere. Hope this was helpful, I know learning the ropes helped me out when I first came online.
you said that to alphawolfjenna, well the actual thing is that you may NOT use anything without permission unless it says "free to use" in which case you have to be pretty aware of the rules to use it, like it can be crediting or avoiding using said work in certain matters, so if you are interested in using someone's work i'd suggest sending that person a note, as you talk about deviantart, and ask if you can use or not

But most work you'll find on the web is not free. So before you use, please ask. Thanks.

And I'd prefer my drawings not be used as icons. The copyrights in the descriptions and "do not use" badges already condone my wishes. But thank you, I'm pleased you like my work!

There are a lot of members on this site that learned English as a second language, so it confuses them. Not using text talk or slurs helps minimize confusion for everyone.

As for characters, just go to the characters section in the left menu there, and 'create character'. Before you do that though, there are also rules for them, here: http://www.animationsource.org/board/post1497457.html#p1497457 and http://www.animationsource.org [...] -rules-bad-renders-t35764.html
