Flo was a mother collie that appeared in the first film at an old church nursing puppies she greeted Charlie  and Anne Marie at the church when they brought pizza over and when Anne Marie was sick Flo suggested that Charlie should take her to the doctor and after she was kidnapped Flo had her stuffed bunny and told Itchy to take it to 402 maple street which he did rounding up other dogs and Flo and other dogs arrived they saw Killer pushing Anne Marie out of the burning ship and back to shore and Flo and Itchy helped Killer get Anne Marie to Harold and Kate and after that Flo did not appear again but since she is the most popular character in All Dogs Go to Heaven would it have been possible for her appear in the next francise when she did not .

She lives in Louisiana while the second movie and the series both take place in San Francisco. That may be why she was never included in any of the sequels.
