Fex died due to unknown causes, though he sometimes hints he was hit by a car.  He's literally a perfect angel, causing no one any harm or stress for unecessary reasons.
When Sabella comes to Heaven, he is among the first to greet her and befriend her.  The more he gets to know Sabella, the more feelings he develops for her.

Fex is a very calm, laid-back dog; not that he's lazy, but that he looks at life (or, rather, his afterlife) in a relaxed way.  He helps Sabella, constantly trying to ease her stress by teaching her to look on the brighter side of things.

He chooses not to fight when he doesn't have to, but that doesn't mean he can't.  When the Heavenly dogs decide to fight Belladonna and Nightshade, Fex quickly puts his life (or soul) on the line.

Fex's open-mind allows him to have pale pink wings and not make a fuss about them, as some of the other male angels occasionally do.
